Spinwell is recruiting for a Strategic Procurement Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF STRATEGIC PROCUREMENT MANAGER

Responsible for defining the approach and leading delivery of strategic procurement and routine purchasing to the customer base, ensuring compliance with EU legislation, UK Law and Trust Standing Financial Instructions. To be responsible for the efficient and effective delivery of Procurement Services to the total customer base in order to meet needs, maximise value for money opportunities and improve procurement related process efficiencies.

This also includes addressing central government supply chain related objectives such as sustainability, carbon reduction and environmental targets etc. To develop best practice procurement strategies for the department, ensuring effective implementation and measurement of delivery.

To work closely with the Procurement Operations Manager, Capital Contract Manager, Deputy Director of Procurement & Head of Procurement to ensure overall co-ordination and achievement of the North Midlands and Black Country Procurement Group and Procurement Department Business Plan, Strategy and objectives. To act as Deputy to the Head of Procurement – Central Support Functions on Procurement matters.

SKILLS/EXPERIENCE REQUIRED OF STRATEGIC PROCUREMENT MANAGER

* Full Member status of the CIPS (Chartered Institute of Purchasing and Supply) or Level 6 (Graduate Diploma in Purchasing and Supply) or BSc in procurement related subject or significant relevant senior Suppliers and Procurement experience and working towards full CIPS qualification.

* Evidence of on-going professional training and a consistent personal development history.

* Management or leadership qualification e.g. NVQ Level 5

* Operational and Strategic Supply Chain management experience

* Knowledge of implementing change to supply chain management/operational systems

* Experience of managing and developing staff to meet the changing needs of the service Specialist strategic procurement knowledge acquired through MCIPS and practical experience including experience of stock/materials management systems selection, implementation and management and general purchasing experience.

* Staff and resource management experience and knowledge, acquired through NVQ in Management and practical experience.

* Evaluation and management of clinical and non-clinical product selection processes.

* Excellent presentation skills with ability to disseminate essential and complex information to multidisciplinary groups.

* Computer literate and working detailed knowledge of basic computer packages e.g. Microsoft Office and Internet based systems.

* Excellent verbal and written skills (inc. report writing).

* Ability to analyse complex information, interpret and/or present in a clear, comprehensive format relevant to the stakeholder

* Responsible for ensuring value for money in the provision of operational supply chain management and routine purchasing on behalf of the customer base.

* Responsible for evaluating financial and purchasing data to ascertain the most appropriate supply chain route for various categories of commodities for the customer base.

* Able to work independently with little supervision

* Ability to lead teams and facilitate meetings.

* Ability to manage own and team’s workload including appropriate delegation of tasks

* Project management and leadership skills, with the ability to use own initiative and work under pressure. Ability to understand and be able to manage the effects of change

* Ability to influence senior members of staff, and gain credibility, in a clinical and management environment

* Strong Interpersonal skills. Customer orientated Resource management

* Good keyboard skills required

Prioritisation skills which include being:-

Methodical, numerate, problem solving, motivated, ability to use keyboard skills, written communication, presentation skills, negotiation, influential, innovative, assertiveness with tact and diplomacy

* The post holder will sit, stand or walk throughout the day

* Substantial levels of concentration required to deal with complex information.
